Cooperative Education Teacher/Coordinator Certificate

The Cooperative Education Teacher/Coordinator Certificate Program prepares individuals with the skills needed to function as a Cooperative Education teacher coordinator. Co-op coordinators are responsible for planning, organizing, and administering work experience programs for high school students, which correlate the theoretical learning activities of the classroom with practical learning experiences on the job.

Cooperative Education Certification at IUP

The Pennsylvania Department of Education requires that all individuals who teach cooperative education programs of study or provide work placement services for students in a state-approved CTE Center hold a state-issued Cooperative Education certificate. IUP is the approved provider for Cooperative Education certification in western Pennsylvania and offers the standards-based program that you need to become a cooperative education coordinator.

The undergraduate certification program is offered in a blended format with the majority of instruction completed online, utilizing video conferencing technology, and led by experienced CTE and certified co-op instructors. Coursework requirements may vary depending on your educational background and current certification. Your Center advisor will evaluate submitted transcripts to determine which courses you need to take. A 3.0 GPA must be maintained through all program coursework.

The program is designed to be completed in two to two-and-a-half years and is based on standards established by the Pennsylvania Department of Education. Courses include:

Students will be able to establish and operate a Cooperative Education program in secondary schools in accordance with the PDE Bureau of Career and Technical Education Approved Program Evaluation Checklist (establish program policies and coordinating activities between the school and workplace site)

Review and critique sample program policies and procedures including the enumeration of recommendations as appropriate.

Create guidelines, forms, and documents to operate the cooperative education program and developed in accordance with PDE templates.

Develop criteria and evaluation instrument for evaluating a workplace site to ensure a safe and positive student learning experience in adherence with child labor laws and educational standards.

Analysis of participation in Cooperative Education programs and recommendations for enhancement and improvement.

Design survey instruments to gain information about constituent groups to maintain effective partnerships .

Develop a public relations plan with sample materials for relevant constituent groups

Students will be able to demonstrate knowledge of state and federal labor laws, administration and program operations.  Adherence to program regulatory compliance is the basis for research, reflection, and inquiry.

Identify the distinctions between state and federal guidelines after examining legislation that impacts the safe and compliant placement of high school age students in a cooperative education program.

Objective exam on state and federal labor laws as relevant to student work-based learning.

Review, interpret, summarize and apply existing laws and regulations to field-based scenarios. 

Analyze field-based scenarios for the application of the appropriate state or federal law.

3Students will be able to design related classroom instruction that focuses on the development of 21st century skills including critical thinking, problem-solving, and communication.

Analyze 21rst century workplace skills to determine those most appropriate to be addressed in school-and work-based learning activities creating an annotated bibliography of research and listing of targeted skills for the school-based component of cooperative education.

Analyze a sampling of PDE Program of Study Task Lists for identified 21rst century skills included in the lists and develop a matrix that shows relationship or lack of relationship between specific programs and inclusion of 21rst Century skills.

Develop a topical unit for first semester of instructional plans that support classroom activities with on-the-job, work-based learning.

Develop a comprehensive instructional plan for school-based learning activity to support cooperative education.

Students will demonstrate commitment to on-going professional development by documenting membership in a professional organization.

4Students will be able to

apply the fundamentals and concepts learned in the prerequisite courses by completing 25 hours of practicum/field experience at a school, working closely with an approved, certified cooperative education coordinator.

Prepare and finalize personal goals for practicum in conjunction with IUP faculty member and cooperating teacher in order to design an approved practicum plan.

Complete journal reflections on observations of cooperating teacher, career and technical teachers, potential worksite, and incumbent workers.

Complete journal reflections on meetings with potential cooperative education students to explain and promote program participation while gathering student learning goals. 

Plan and deliver school-based lesson to cooperative education students (observed by IUP faculty member)

Design a portfolio documenting competencies achieved during practicum.

5Students will be able to

demonstrate knowledge of key historical background, current trends, and pathways to Career and Technical certification for the candidate with a non-Career and Technical Instructional certificate.

Recognize distinctions between the motivations, influences, career paths and pathways to certification for CTE and non-CTE educators by writing their career autobiography that includes the distinctions between CTE and non-CTE educator paths.

Deliver a class presentation tracing the historical evolution of and current trends in CTE.

Define and describe current CTE initiatives, terminology, and acronyms that are critical to the effective functioning of the cooperative education coordinator.
